The South Norfolk Civic League existed since 1915 with neighbors all across the borough, when the City of South Norfolk was formed in 1921 and was incorporated as an independent town in Norfolk county. South Norfolk has decades of history steeped into this historic part of the Chesapeake, Virginia landscape.

In 1963, the City of South Norfolk, Virginia and Norfolk County merged together into what is now known as the City of Chesapeake, Virginia.
